The National Guard in Carmel, Indiana was formed on July 15th, 1907. The first unit to be mobilized was the 11th Infantry Regiment. The regiment served in World War I and II. In 1945, the 11th Infantry Regiment was disbanded and its members were merged into the 9th Infantry Regiment which remained active until 1990. In 1970, the 9th Infantry Regiment was renamed as the 498th Field Artillery Battalion and activated at Fort Wayne Army Depot. The battalion served in Vietnam and currently is inactive. On December 1st of that year, a bill recognizing the National Guard's role in local defense passed both houses of Congress without any opposition from Governor Mitch Daniels or any other state officials within our borders. This act formalized what had been an informal tradition dating back to 1907 when units of the National Guard were called up for service locally in response to natural disasters or riots that occurred outside our borders. From 2007-2015, 498th Field Artillery Battalion activation ceremonies took place at Fort Wayne Army Depot where each member join their local counterparts from across Indiana for a weeklong celebration of community support and camaraderie during which they learn about how artillery can be used offensively as well as defensively within a military context while also receiving recognition for their service to countrymen throughout history.

Carmel, Indiana is a small town in central Indiana. The population was 24,693 at the 2010 census. It is the most populous city in Carmel County and one of six cities in the county. The other five cities are Terre Haute, Noblesville, Bloomington, Evansville and Lafayette. The area that now makes up Carmel was first settled by Europeans in the early 1800s as part of what became known as Northwest Territory. In 1837, when Indiana gained statehood, Carmel became part of the new state and was designated as its capital. During the 1830s and 1840s, many farmers moved to what is now Carmel from around Indianapolis due to good soil and cheap land prices. By 1860, there were over 25 farms in Carmel with a population of 350 people. In 1871, much larger than any village or town at that time (it had only 2 buildings), Carmel began to grow rapidly thanks to scores of entrepreneurs who came up with new ideas for developing the area - such as an express railroad connection to Indianapolis via Terre Haute – which would make it easier for farmers to get their goods where they needed them while also creating new jobs for everyone involved. By 1870-72, there were more than 100 businesses in Carmel - making it one of the most active towns on Long Island at that time – along with a population of 1,000 people! During World War II (1941-1945), large amounts of munitions were produced at nearby Munitions Plant No 4 – which resulted in significant local employment changes (many workers ended up staying until after retirement). After war hostilities ended and postwar economic conditions improved overall across all parts of Indiana following passage of federal legislation encouraging increased private sector investment throughout the state (the New Deal era), business activity picked back up significantly in both downtown Carmel and smaller rural communities like rural Wayne County just south of town on Interstate 65/CR 165 eastbound between Indianapolis and Terre Haute; this period is known locally as “The Golden Age” for many reasons including growing job opportunities (+10% per annum growth rate nationally during this time) + burgeoning housing development (+10% annual increase statewide during this time) + strong entrepreneurial spirit (+more than 1 million dollars worth invested during this time into start-ups alone!). However starting around 2000 things started unraveling again: unemployment rates began creeping upwards faster than average even as median household incomes continued toeing below national averages; apartment vacancies began becoming increasingly common (+100+ units per year since 2002); disinvestment by city leaders culminating almost exclusively within Downtown CVille led to progressively less commercial vitality & decline over subsequent years culminating ultimately with closure & demolition / replacement by luxury condos late last decade (& associated negative environmental impacts)). However despite these long term negative trends (& corresponding displacement & gentrification effects), given recent demographic changes (~25% Hispanic population living within 5 miles radius & 50% female workforce+) it's difficult not see some positive aspects still extant today despite persistent challenges faced by locals including high crime rates (-30 Crimes/100 residents comparedgz2010 Census data*) [+5 violent crimes/100 residents vs avg nationwide], high poverty levels (-50%, 15% healthcare poverty level among working families* [*note: includes mothers working fulltime outside children’s programs]); strong community foundation built through volunteerism (& annual giving totaling nearly $120M+ since inception* [*note: largest philanthropic effort ever conducted within smalltown USA*]) combined w/several generations OF hardworking Locals who have embraced change (& continue doing so today]); etc.; etc….
