The history of the Coast Guard in Westchester, Illinois goes back to 1875. The first Coast Guard Station was established at Parkersburg on the south side of the river. In 1912, a new station was built at White Sands on the north side of the river. In 1951, the Coast Guard Station at Elmira was relocated to its present location on Elmira Boulevard. In 1969, a new tower and hangar were constructed on White Sands Boulevard. The facility is used today as part of the Coast Guard's Southern Illinois Training Center (SITC). Today, there are six Coast Guards stations located in Westchester County: two in Elmira and four in Carbondale. The coast guard provides law enforcement and public safety services along with Search and Rescue operations when necessary. It also performs many recreational activities including boating, fishing, hiking and camping.

Westchester is located in the eastern section of Illinois, just west of the Indiana state line. It was known as a frontier region in the 1800s, and it played an important role in the history of both Indiana and Illinois. In 1812, Westchester was part of what was known as the Northwest Territory, which was created when Michigan and Wisconsin were added to United States territory. The western half of what is now Westchester County went to Illinois while the eastern half became part of Indiana. The area that is now Westchester County was first settled by European Americans in the early 1800s. There were several groups who came to this area during this time: Native Americans, Europeans who had come overland from Europe, Irish immigrants, and African Americans who had been brought here as slaves. These people mostly worked on farms or ranching businesses. However, some people started to build homes and start businesses in this area around 1810-1812. These people were called " pioneer" settlers because they made this new location their home for awhile before moving on again.
