The county seat is Yonkers. The County was one of twelve created on November 1, 1795 from portions of New York State's Albany County. In 1814 Westchester became part of the newly formed Illinois Territory; on July 14, 1818 it was organized as a full county with a population of 524 people. On February 17, 1821 it became a part of the decided-upon Ulysses S. Grant territory when that area was divided between Illinois and Missouri following the American Civil War. The first major event to take place in Westchester took place on October 15th – this would be the Battle of Orchard Heights which resulted in a victory for General George McClellan against rebel forces under General Robert E. Lee at what is now called Antietam Battlefield Park outside Yonkers On May 12th 1850 (the date that New York statehood occurred) Westchester achieved its present form when it merged into Clinton County by act of legislature number 89-2 . Although not entirely contiguous with other counties within Clinton until 1860 due largely to differences in size (Westchester had an area larger than both Clinton and Rockland Counties combined), much has come about because of this merger including such things as: In 1902–1903 President Theodore Roosevelt made his only visit to America while still serving as Governor Of New York City before traveling upstate to visit "the great old country" - as he put it - "offering considerable evidences that our institutions have not yet become too thoroughly assimilated". This trip helped solidify support for Great Western Railroad plans to build a line through Westchester connecting Buffalo and New Rochelle especially given Roosevelt's strong affinity for railroads overall given his experience running predecessor Andrew Johnson's Interstate Commerce Commission
