Waukegan is a village in Cook County, Illinois, United States. The population was 12,829 at the 2010 census. Waukegan is part of the Chicago metropolitan area. The first settler in what would become Waukegan was Nicholas Bicknell, who founded a trading post on the east side of the Chicago River in 1837. From this base, he developed trade with Native Americans and established links to other settlements in central Illinois. In 1854, Waukegan became the seat of Vermilion Township when that township was created from parts of North Side and Lawndale townships. In 1861, following the Civil War, Springfield became an independent city; however, Springfield did not annex Waukegan until 1870. That year saw the opening of one of Chicagoland's first commercial shopping districts - Clinton Street - which remains an important thoroughfare today. By 1880, more than 50 stores had opened along Clinton Street and several blocks adjacent to it – including Lafayette Square where Chicagoans traditionally gathered for political rallies and business meetings before moving on to other areas around town or outlying villages. During World War II (1939-1945), Waukegan played host to some of America's largest munitions plants; these plants contributed greatly to wartime production growth in Illinois and across all U.S., manufacturing sectors. Afterward, there were significant efforts by local businessmen to revive downtown business activity as well as reduce crime rates; both successes have been sustained over subsequent decades. Today's major employers include Hormel Foods Company (the world's second-largest pork producer) and Sears Holdings Corporation (the nation's largest retailer). Avenue S Shopping Center anchors downtown with its large anchor tenants Macy’s Department Store (now JCPenney) and Sears (now Kmart). Waukegan is a city in Cook County, Illinois, United States. The population was 21,869 at the 2010 census. Waukegan was founded in 1848 by John W. Nau and Jesse C. Davis as a small town on the east side of Chicago. It became an incorporated municipality in 1857. In 1870, it became the largest city in Illinois with a population over 100,000 people and the second-largest city in the United States with a population over 300,000 people after New York City. The following year, Waukegan annexed part of Park Ridge from neighboring Evanston to become its first ever municipality with a population over 100,000 people. The annexation of Park Ridge caused some social problems because many of the residents were new arrivals who had little or no connection to their predecessors in Waukegan. Some members of the original town board thought that annexing Park Ridge would make it easier for them to get things done and they hoped that this would lead to more businesses opening up within the municipality which would create more jobs and tax revenue for the coffers of government. However, this didn't seem to happen as quickly as they had hoped since much of what had been developed within Park Ridge still remained untouched by annexation and there were few businesses or homes being built inside the newly created suburb until well into the 20th century when development began again around Greenfield Road and other nearby streets which made Waukegan one of America's most active suburban communities during that time period
