Captain Edward Tilton donated two torpedoes to be used by Harbor patrol officers stationed at various points along Lake Michigan shoreline.. In 1947 Captain John Tatum gave away fifteen octopus pots as part of his “Cities Could Use Some Help” campaign.. Waukegan is a city in Cook County, Illinois, United States. The population was 23,531 at the 2010 census. It is the county seat of Cook County. Waukegan was first settled in 1848 by English immigrants and remains an intensely English-speaking community today. The city was founded on October 1, 1847 by John D. Rockefeller as a new settlement on the east side of Chicago, Illinois. A post office called Waukegan had been established in 1846, but it did not open until December 7, 1847. The name of the town derived from "Wacoal," an Indian word meaning place where corn could be grown abundantly. In 1850–51 vandals burned down Rockefeller's home and other buildings in Waukegan; he rebuilt and named his new house "Rockefeller Hall." In 1860 Waukegan became part of the newly organized system of government that became known as the Union Pacific Railroad Company townsite (later railroad town). On November 3, 1861, Waukegan's incorporation as a city was ratified by the Illinois General Assembly with approval from then-Governor John Pecan (the first African American to hold statewide office in Illinois). The City Council also voted to annex portions of neighboring Evanston Township on December 5th (). The early years were difficult for Waukegans because they lacked access to reliable transportation and goods arrived only sporadically due to distance and cost. This slow growth led to some nicknamed "the unincorporated area". However, during this time there were many important milestones that occurred within city limits including:
Waukegan was founded in 1857 by John W. Kriegel and his wife, Sarah. The town was named for a large water body located west of the town, which served as its main source of water. The first post office in Waukegan was established in 1858. In 1865, the Chicago and Northwestern Railroad reached Waukegan and started building tracks into the town. At that time, Waukegan had only three stores and one school. By 1870, there were ten businesses in the town and twenty-four residents. In 1872, a railroad station was built in Waukegan and it became one of the most important transportation hubs in early 20th century Illinois. In 1915, the Illinois Central Railroad built a track into Waukegan and began serving the town with trains from Chicago Union Station. During World War I, Waukegan played an important role as a military supply depot because it was close to Soldier Field on Chicago's South Side. After the war ended, many businesses closed down and population decreased until it peaked at around 150 people during the 1970s before decreasing again over the next few decades until it currently has about 50 people living there
