The city's growing population needed more housing and businesses so Mayor George Wesselt erected a series of brick buildings known collectively as "The Star-Kites." During World War II, Urbana played an important role in both the European theater of operations (ETO) and the Pacific theater (PTO). Urbana is a city in the U.S. state of Illinois and the county seat of Champaign County. The population was 78,768 at the 2010 census. It is the second-largest city in Illinois, after Chicago, and has become an important cultural and economic center in the Midwest region. Urbana was founded by John Custer on October 12, 1847 as a small village on the east bank of the River Des Plaines in what is now Champaign County. The name "Urbana" means "City of Education." In 1852, John Custer organized a group of men to purchase 1,000 acres (400 hectares) east of town for $2 per acre (0.8 per km²). This land became known as "The Prairie". The first school building was built on this site in 1853. In 1860, Urbana became a town under charter from Illinois General Assembly #1 (later state government). On February 26, 1865, it was made an official city by Act 3354 of the State Legislature which approved plans for Urbana to be one of four cities consolidated into one municipal organization within two years under then- Mayor Nicholas Biddle's leadership; however this proposal did not come to fruition due to lack of support from either legislators or voters. The city's first mayor was Nathan Bedford Forrest II who served from 1904 until his death in 1916; he had been elected as an Independent candidate against incumbent Democrat Grover Cleveland when both parties were splintered during World War I over anti-war sentiments prevalent among many Americans at that time. From 1916 until his retirement effective December 31st, 1918 he also served as Mayor Pro Tem with authority over all branches except criminal prosecutions which were vested with Chief Justice George Wickersham and City Marshal Isaac Basile respectively; during his tenure there were no murders or serious crimes reported and only three cars wrecked on streets without damage within one year period! In 1927–1928 Urbana again passed through consolidation proceedings but this time it succeeded with affiliation with Danville following such close vote totals between the two towns that no amendment could be submitted proposing any changes other than renaming themselves Danville-Urbana Municipal Corporation which took effect on January 1st 1928 .
