The history of the Coast Guard in Springfield, Illinois goes back to 1846. The first organized coast guard unit was created in that year and served as a militia organization until 1853. When the Northwestern Railroad was built, the need for a corps of maritime police became apparent and on November 1, 1856, Springfield's first volunteer coast guard detachment was activated. After serving only two years, the detachment was disbanded due to lack of funding. However, on December 12, 1860, Mayor John Haggertyrequested that a new volunteer coast guard detachment be organized in Springfield under the command of Captains Augustus Stoneman and James Fenton. This request was granted and on January 6, 1861 Captain Fenton's detachment became operational under the name "Springfield Volunteer Coast Guards". In 1862 Captain Stoneman resigned from his position with the Coast Guard due to health problems; however his replacement Captain George Peake continued service until 1865 when he also resigned due to health reasons. In 1866 Captain John Sweeny assumed command of the Springfield Volunteer Coast Guards and throughout his tenure saw significant growth within the unit. On October 3rd of that year he relievedCaptainPeakeofthecommandoftheunitandpromoted him to First Lieutenant status effective December 15th. That same year captain Sweeny also ordered a new ensign designed by Philadelphia shipbuilder Samuel Morse which flew at half-mast in honor of Commodore Perry's visit to Springfield earlier that year (1865). As captain Sweeny grew more demanding with respect to quality control within his unit he had difficulty maintaining an officer corps level enlisted force which led him eventually to disbanding all but one regiment (the 2nd Regiment) on June 11th of 1870 – this action being motivated by an increase in drunkenness among officers and men alike. CaptainSweenyreturnedtoactiveofficerstatusonDecember15thbutwasnotreplaceduntil1872whenCaptainJohnLambert took over fromcaptainSweenyduringthe latter'sabsenceat sea while serving with military Expedition against Nicaragua whereupon captain Lambert increased patrols along Butler Bay while continuing investigations into graft within municipal government On May 7th 1880 Captian Alfred Waddell assumed command of 1st Regiment following its merger with other units constituting part OF 9 th United States Naval Militia (now called US Navy SEALs) during a tour ashore at Guantanamo Bay Cuba after Commodore John Cushing's visit there Captain Waddell remained commanding officer until 1886 when he retired because of age limitations set by Department Of Navy regulations requiring retirement at 55 years old or 5 years experience – an event which marked end not only for captain Waddell's career but for Long Island based coast guard detachments generally as well . With few exceptions longshoremen who worked along Eastern Massachusetteshippingchannelbroughtovertheirownboatsandcrewsforassistancein Patrol Operations from ports located Along Long Island Sound including New Englandport & Southold; however such assistance proved insufficiently numerous or reliable enough to warrant their own full-fledged coast guard detachments . Even then it was frequentlyossessionoftheboattowardsPortKennedyorNewYorkCityratherthancallinguponlocalcoastguardsalthoughsomecaseswereactually effectedbysuchaccomplishments . For many decades thereafter most coastal guards activity centered around keeping watch along Northern California’s Central Valley coastline although occasional patrols were made into Southern California waters whenever necessary
