The Rock Island Coast Guard was activated on November 5, 1892. The first commander of the coast guard was Capt. John L. Finster. In 1912, Capt. George W. Hodge became the first captain of a coast guard vessel when he took command of the "Olympic". The "Olympic" served as the Coast Guard's flagship until 1912 when it was replaced by the "Capella" which served until 1916. The "Capella" then served as the Coast Guard's interim flagship from 1916 to 1922 before being replaced by the "Hercules". Captain James Condon became commander of the coast guard in 1922 and continued in that position until his retirement in 1942. From 1942 to 1945, Captains Harry Sowers and Leroy Blythe commanded Coast Guard vessels while Captain John Ahern led ship operations off shore during World War II. After World War II, Commander Jerald Fenton assumed command and led Coast Guardsmen into peace time from 1946-1951 inclusive until his retirement on January 1, 1954 due to age restrictions set forth by statute governing appointment for active duty officers over 40 years old at that time. In 1951, Commodore David Matson appointed Rear Admiral Everett Pogue as Commandant of the Rock Island Coast Guard District No 2 with jurisdiction over all sectors south of Cook County line including Chicago excepting Lake Michigan beach areas where they were under jurisdiction of District No 1 (Chicago). Commodore Pogue held this post until his retirement effective September 15, 1957 pursuant to statutory authority vested in him by Congress through United States Code Section 7206(a) which provides: Since Commodore Pogue retired there has been no permanent acting Commandant for Rock Island District No 2 since its creation on September 15th 1957... There are currently two Assistant Commandants who report directly to Commodore Pogue but both serve as acting Commandants pending confirmation or removal from their posts for any reason... With less than 10 full-time commissioned Officers working within District 2 Headquarters we are faced with difficult problems in order adequately conducting our coastal security mission... On July 14th 1961 a new acquisition program began whereby all district boats were put into storage at De Pere Naval Shipyard while new boats were acquired through various sales programs conducted throughout 1962 thru 1970 inclusive... As a result most district assets were mothballed or placed out of service beginning on October 1st 1966 thru August 31st 1971 inclusive... On December 4th 1974 an amphibious launch system (LAS) called Spartan I was acquired through a cooperative arrangement between naval ships afloat and ashore using helicopters courtesy of Air National Guard units stationed at De Pere Naval Shipyard.... The Rock Island Coast Guard has been providing emergency services and protection along the shoreline of the Illinois River for over 100 years. The Coast Guard is one of the most versatile agencies in our state, with a wide range of responsibilities that include protecting people, property, and marine resources. In 1912, the Rock Island Coast Guard was established as a result of an act by the General Assembly. At its inception, it consisted of two boats and four officers. In 1916, three more boats were added to the fleet; at this time, it had a total complement of 16 officers and men. During World War II, the Coast Guard played an important role in supplying ships with food and munitions needed for war effort. On September 14th 1944, Coastal Command's 5th Fleet anchored off Lake Michigan while Rear Admiral Clements delivered a speech welcoming local fishermen to join forces against Axis submarines (). Today, the Coast Guard provides maritime security around our state with its cutter fleet (chartered vessels), helicopter squadron (two helicopters), boat patrol service (twenty-four boat patrols per year), coastal guard station (one station per mile from shoreline), oceanographic research program (TWICE per month), search & rescue service (rescue operations during wintertime when ice closes waterways), plus many other initiatives designed to protect our citizens and preserve our environment.
Rock Island is a small town located in Cook County, Illinois. The population was 10,541 at the 2010 census. It is part of the Chicago metropolitan area. Rock Island is bordered by the towns of Arlington Heights to the north and Westchester to the east, and Schaumburg to the south. The first settlers in what would become Rock Island arrived in 1827. By 1840, there were over 100 residents in what would become Rock Island. The first businesses on the town's central square were a bookstore and post office. On October 1, 1846, Rock Island became one of 22 towns chartering into being the Town of Rockford which included all of Cook County as well as parts of St Clair and McHenry Counties in Illinois. In 1870, rock island voted overwhelmingly to secede from its new township form and join with Arlington Heights as a separate village. In 1902 when Cook County was divided into four districts (northwest suburban counties),Rock Island was placed within District No. 2 which covered Aurora Township including western Addison County and most of northwest Cook County including Streamwood Village (founded 1912). On November 3rd that year voters approved annexation by Aurora Township; this action restored full Municipal control overrock island for the first time since it seceded from its original township form in 1870-71." Rock Island, Illinois is a city in Kane County, Illinois, United States. The population was 97,572 at the 2010 census. It is the county seat of Kane County. Rock Island was founded on March 10, 1837 by General James K. Polk and named after the Rock River which flows through it. The first town site was surveyed on October 15, 1836 by John Prentice and Nicholas Sturtevant and post office started operations on November 1, 1837. In 1839 the first land grant was made to Amos Chesterfield for land east of the river that would become Rock Island Township. In 1840 a post office named Chesterfield opened in what is now Plymouth Township north of Cook River; this township would merge with Rock Island Township in 1847 when Cook County was created from part of Indiana Territory. In 1861 Abraham Lincoln was elected president of the United States and when he took office he nominated Judge David Davis as his Vice President because there were no living Ulysses S Grant or Salmon P. Chase to nominate candidates for that position; Davis won election to that role over George Buchanan who had run as an independent candidate Withdrawing from direct government control (the Union) during the American Civil War resulted in a loss of jobs for many people in Illinois due to wartime restrictions on trade union activity The end result was an increase in taxes paid by those who could afford it while poverty increased among low-income residents As immigration increased throughout the late 1800s IL began becoming one of America's most diverse cities By 1960Rock Island had about 45% black residents and its largest Chicano/Latino community
Rock Island was first settled in 1814 by Isaac James and his family. They were the only white people to live on the island until 1832 when John Hodge arrived with his brother, Stephen Hodge. The two brothers founded a farm on the island. In 1834, they donated land to the Illinois State Bank at Rock Island for a new bank building. The bank continued operations until it was closed in 1934.
