On October 1, 1861, President Abraham Lincoln issued Executive Order No. 10887 which ordered all federal prisons closed on September 15th due to overcrowding; this order caused many farmers in southern Illinois to move their families into central Illinois where prices for land were lower and there were few federal prisoners available for incarceration at that time. As a result of this order (and others like it), Pontiac became an important transportation center for goods moving between south central Illinois and southcentral Michigan (then known as Indiana) during the American Civil War because goods could be transported by rail directly from here instead of going through Chicago or other points north

In 1865, Abraham Lincoln made a speech at nearby Harper's Ferry during which he discussed plans for an interstate road connecting Illinois with Maryland so that goods could be shipped eastward across Pennsylvania without having to go through Baltimore or Washington D.C..
