The Peoria, Illinois Army Garrison was activated on October 1st, 1861. The garrison consisted of the 9th Regiment of Illinois Volunteers and the 2nd Regiment of Missouri Volunteer Infantry. On November 15th, 1861, the 9th regiment was ordered to leave for Springfield to join General David Harriman's army besieging Vandalia. On December 4th, 1861, the regiment arrived at Springfield and joined General Harriman's army. The garrison remained in Springfield until May 1862 when it moved to Cairo. In Cairo, the regiment engaged in skirmishes with Confederate forces before moving back to Peoria on July 21st. In September 1862, the garrison was ordered to move south into Arkansas Territory where it served until November 1863 when it returned home.

By 1870, there were 2,500 people living in Peoriatownships alone; by 1900, that number had grown to 11,000 residents within a radius of 10 miles of downtown Chicago. In 1871, John Pritzker purchased 5 acres (20 square kilometers) northwest of downtown Peoria from De Witt Clinton for $1 million dollars in what would become one of America's largest land purchases at that time. Pritzker used his money to build an elegant home which still stands today on State Street between First Avenue and Third Street – once known as Palmer Place – becoming one of America's most popular addresses for high-class society during the late 19th century." One major benefit that came about from John Pritzker's purchase was that it made possible the construction of many important buildings within downtown Peoria including City Hall (1898), Kane County Courthouse (1901), Lighthouse Park (1905), Masonic Temple No 4 (1907), Post Office Building (1910), Illinois Terminal Railroad Station (1915), Sears Tower (/ /Empire State Building/ /World Trade Center) (/ / Willis Tower,) among others."
