The Ottawa, Illinois National Guard was founded on December 12, 1808. The organization originally consisted of only 20 men and was mustered in for a six-month term of service. On January 1, 1809 the regiment was increased to 100 men and it was then authorized to wear an American flag as their ensign. The first battalion served in the War of 1812 and fought at the Battle of Yorktown. The regiment also participated in the Invasion of Mexico in 1846 and helped suppress a slave revolt near Cicero. For its services during the Civil War, the regiment was again authorized to wear an American flag as their ensign. After the war ended, the unit served as a garrison until 1861 when it became part of General James Hays' brigade under Nathaniel Lyon. In 1865 it became part of General Philip Sheridan's division under Maj.-Gen Sherman. In 1870-71 it served with General John Pershing's bureau at Fort Donelson before being disbanded on February 26, 1872 by order of President Ulysses S. Grant Act No 924].

Ottawa was a small village in central Illinois until the mid-19th century. At that time, it was part of the Northwest Territory and was named after Ottawa, Canada's capital. The first settler in Ottawa was James Cook who arrived in 1795. Cook had been sent by the British to explore and map the area that would become Illinois. Cooktown is located in Ottawa today and is a historical site. In 1812, Congress decided to annex Northwest Territory into the United States and renamed Ottawa as the capital of America. Ottawa remained an important city throughout its early years. It housed government offices and businesses as well as many of the town's residents. The population of Ottawa grew rapidly during this time and by 1853 it had reached over 10,000 residents. The city became an important center for trade and commerce within America with its location at the junction of several major routes.
