O'Fallon, Illinois is a small city in Will County, Illinois, United States. The population was 5,821 at the 2010 census. It is the most populous suburb of Chicago. O'Fallon is located on the north side of Chicago and straddles Cook County to its east and Will County to its west. The first Europeans to visit what is now O'Fallon were French settlers in 1779 who named it "Aigle Noir," meaning "black eagle." A post office was established here in 1836 and remained in operation until 1907. In 1853, James Haughton built a sawmill on the banks of the Sangamon River which became one of the largest mills ever built in Illinois. He also founded a grocery store here which became one of Chicago's leading retailers for fresh produce until it closed around 1990. After Haughton's death in 1861, his son Hiram took over his business and operated it until 1893 when he sold it to John McNamara who renamed it McNamara & Sons Grocery Store. This store continued operations as a grocery store until 1985 when it joined forces with Allstate Insurance Company to form McNamara & Company Grocery Stores Inc., later known as Allstate Corporation. In 1945, O'Fallon was chartered as an incorporated town by the state of Illinois under Act No 73-664 which provided: "That there be erected within this limits a municipal corporation called 'O'Fallon,' without prior appropriation or vote by either house thereof; that said corporation have general powers vested therein; that all questions respecting fire insurance or other similar corporate concerns shall be hereafter submitted by ordinance to a body appointed thereto for examination and decision." The first town meeting occurred on April 9th, 1945 and featured seven members from among local farmer families who voted unanimously to incorporate into the city Limits system under Act No 73-664 despite some initial resistance from some residents about giving up their individual rights for incorporation into a larger entity. The City Limits system allowed municipalities much more autonomy than they currently enjoy while still maintaining close ties with their residents through elected officials responsible for governing constituent interests within their boundaries - something many people found refreshing given how often governmentmic decisions impacted their everyday lives directly or indirectly (e.g., zoning changes that impact homeschooling families). TheCity Limits system ultimately proved successful enough that it was adopted statewide two years later via Act No 144-2145 which amendedIllinois Municipal Code § 10-1 et seq.: "All cities having less than five thousand inhabitants aresubject to Township status; all cities over five thousand inhabitants but not including any village are subjectto Village status." With this change came increased funding and expanded services available to residents within Citieslimits while still providing flexibility so each municipality could tailor its own governance model suited its unique needs (i.e., township vs village vs city).
