Between 1978 and 1984 Assistant Superintendent/Chief Deputy Wm Gillett led the department through some difficult times during which crime rates increased significantly while budgetary constraints caused reductions in personnel levels throughout the 1980s; however these difficulties were eventually overcome during Gillett's tenure when budget surpluses allowed for numerous new programs and initiatives including establishment of body camera program which helped reduce crime rates by 25%.
