That spark that started the city's current fire department was ignited by City Manager Arthur Daley when he organized citizens into Emergency Services District No. 1 to help contain the resulting melee which led to several arrests. On November 25, 1916 – three days before World War I began – Mayor Claude Pepper announced that Naperville had joined forces with other villages in Champaign County to form "the most important town in Illinois". One hundred thirty thousand people applied for incorporation but only twenty five thousand were accepted because all except Aurora had already attained village status. The annexation set off fireworks among residents over whether they should have been given more power or not; some contended that incorporation made them equal participants within their new community while others felt their rights had been violated by being left out of decisions about key aspects such as zoning and water management which would have affected their lives both inside and outside the village boundaries Naperville officially annexes onto Urbana on July 1st 1928 just prior to prohibition making alcohol illegal throughout much of its bounds including mention from any township ordinance regarding liquor sales until 1933 Naperville established itself as an agricultural center due largely to its proximity to DuPage County’s largest cornfield .
