Minooka is a small town in McLean County, Illinois, United States. The population was 711 at the 2010 census. It is part of the St. Louis, Missouri Metropolitan Statistical Area. The village was established in 1887 as a result of the merger of two settlements: Minooka and Park Rapids. The name came from an Ojibwe word meaning "the place where all the rivers meet." The first settler in Minooka, James Aiken, arrived in 1853 and built the first store on Main Street. In 1887, Frederick Wessels bought property adjacent to Minooka Village for $1,000 and founded Minooka post office on July 16th that year with 24 residents mailing their mail there. In 1908, Fenton Weems donated land for a high school which would later become US Technical University-St. Louis (USTL). In 1951–1952 USTL constructed its current campus including a gymnasium and football stadium which remain today as one of America's most famous university campuses. On November 6th 1915 citizens of Minooka voted by referendum to end prohibition in the town. Prohibition had been outlawed by Illinois state law since 1907 although it continued to be enforced municipally throughout much of Illinois until 1973 when it was repealed statewide as part of general public policy changes mandated by Measure H (i.e., passage of the 21st Amendment). The repeal led to increased sales tax revenues that allowed for new construction projects such as a water tower and full service hospital downtown which were completed during the late 1970s through early 1990s when funding became available from state government sources following passage of General Assembly Bill 792 known as "The Tax Reform Act". This legislation provided more than $20 million in State General Fund monies specifically earmarked for downtown redevelopment purposes over 10 years resulting in several hundred jobs being created along with major renovations/alterations to both physical infrastructure and programmatic aspects of USTL including its academic programs which have helped make it world-renowned since its inception including receiving recognition from The Economist Intelligence Unit (EIU) as one of “the best universities global” between 2006-2010;[4] being ranked second among UME institutions globally according to QS World University Rankings 2009,[5] fourth within Great Lakes Universities group according to Times Higher Education World University Rankings 2009,[6] eleventh out of 148 universities worldwide evaluated by Telegraph International’s “Best Global Universities Award” back then[7],[8],[9];[10],[11], fifteenth out overall amongst 2248 private research universities evaluated by Observer Research Foundation & Thomson Reuters Global 200 Index 2011.[12][13].
