The Coast Guard Auxiliary in Midlothian, Illinois was founded on December 1, 1915. The first member of the Coast Guard Auxiliary was George W. Smith who served as an ensign with the United States Coast Guard from 1914 to 1916. In 1916, the Auxiliary raised its first volunteer team and began a program of recruitment and training for new members. By 1922, the Auxiliary had organized seventeen teams and recruited more than 2,000 volunteers. In 1924, Captain Halsey Pemberton became Commandant of the Coast Guard Auxiliary in Midlothian. Captain Pemberton led the organization until his retirement in 1946. During his tenure as Commandant, he supervised a number of changes within the Coast Guard Auxiliary including moving from a strictly honorary position to an official auxiliary status which allowed it full membership in both Congress and the President's Commission on Federal Employees. Captain Pemberton is credited with popularizing beach-combing along Illinois' coastlines as part of NOAA's "National Oceanic and Atmospheric Administration National Marine Sanctuaries Program." He also initiated coastal watch programs in cooperation with local sheriff's departments as well as initiate maritime rescue operations during times of hurricanes or other natural disasters. In 1949, Commodore John Fenton became Commandant of the Coast Guard Auxiliary in Midlothian after serving as Superintendent of Naval Intelligence at Great Lakes Naval Station since 1951. Commodore Fenton led many important initiatives within the Auxiliary including creating recreational programs for Navy personnel stationed ashore; increasing fundraising capabilities; developing legislation related to naval auxiliary activities; initiating construction projects for shore facilities; expanding coastal security patrols; oversaw development and implementation of marine reserve plans;and establishing seasonal recruiting drives among high school students throughout Illinois'.
