There has been an army gift history in Joliet, Illinois dating back to the 18th century. The army first arrived in the area in 1795 and began erecting Fort Dearborn in 1812. Joliet was named after General David Joliet, who commanded the Army of Northern Illinois during the War of 1812. The fort served as a military post until it was destroyed by a fire in 1834. The city of Joliet was founded on October 1,1836 by John Kinzie and became its first municipality. On December 3,1837, the state of Illinois acquired jurisdiction over Joliet from Kinzie's heirs. In 1840, Congress passed an act granting lands east of Chicago to the city for use as a military reservation. The first African American to serve as mayor of Joliet was George Washingburne in 1865. In 1892, Mayor George Hynes ordered all white businesses closed within blocks of City Hall so that black people could be given equal access to education and economic opportunities. This order resulted in public outcry and led to his impeachment proceedings which eventually ended with his resignation from office. In 1898, Mayor Julius Caesar Kilpatrick issued an ordinance forbidding public libraries within one mile of any white business or housewives' homes. This ordinance caused great controversy and ultimately led to Kilpatrick's downfall when it was revealed that he had used public funds to build a library near his home

Joliet, Illinois is a town in Cook County, Illinois, United States. The population was 21,544 at the 2010 census. Joliet is the county seat of Cook County. Joliet is also home to the University of Central Illinois and the Duchy of Milan Regiment Armory. The first settlers in what is now Joliet were French colonists who arrived in 1765 and founded a trading post on the present-day site of Joliet. The area was surveyed by Captain James K. Polk in 1838 as part of his survey for planned township organization within Cook County. In 1843, grants were issued to various landowners including John Pritzker and George Peabody for tracts of land that would become Joliet Township; both men donated land to the township's creation. By 1847, all but one block had been acquired by township trustees with Nicholas J. Biddle as chairman (later mayor). Jens Jensen started an insurance company there in 1850 and built a sawmill on the river near where it operated until 1893 when it closed due to water damage from heavy rains during a Chicago flood; later he donated much of his milling equipment to local colleges and universities which continue operations today. In 1865, following American Civil War victory over Confederate forces at Gettysburg, General Ulysses S Grant ordered Major General Oliver O'Neal's 3rd Brigade (2nd Infantry) led by Colonel Augustus Hodge eastward through Kane County into Decatur Township then southward into Rockford Township before reaching Joliet on July 4th – this event became known as "The Great August Offensive". A few weeks later Union Brigadier General Joseph Hooker committed an even greater coup when he announced plans to march north from Springfield via Lake Michigan instead of through Kane County towards Ford City which would have provided support for Confederate efforts within that county…Hooker's move effectively ended Reconstruction in Illinois forevermore! On November 1st 1870 – three years after General Sherman's March Through Georgia - President Andrew Johnson signed legislation creating Cook Counties except for DuPage (now Chicago), Willshire (now Westchester), LaSalle (now Long Island) and Kankakee counties which were split off from Cook County on February 28th 1871 under Act No LXIII “An act establishing new counties” with boundaries defined according To plan proposed by Honorable William Cushing…the townships comprising those counties having voted against their inclusion are: Allegany (Albany), Anoka (Anoka/Apple Valley), Arkdale(Arlington Heights/Stroudsburg), Batavia (Batavia Hills/Wichita Falls), Berrien Springs(Berrien Woods/East Stroudsburg), Brownstown(Brownstown Hills/Normal City), Carpentersville(Carpentersville Park/Oak Lawn Village)/Carolyn Woodbury Place(Cooks Cross Roads)), Cicero (( Chicagos Lincoln Center)), Crystal Lake((Crystal Lake village)) Danville ((Danville Townsite)), DeKalb ((DeKalb Heights)), Downers Grove((Downers Grove Village)), Elmhurst ((Emmetowne)), Gladstone((Gladstone Heights))) Girard Hill((Girard Hill Community)) Goodyear((Goodyear Village)); Harper Woods ((Harper Woods Hills)) Homer Glen((Homer Glen community)); Hudson Mills(& neighboring communities)).
