In 1951 Officer John Rooney gifted his cattle farm and house to the town for use as a police station and training center. Homer Glen is a small town in Cook County, Illinois, United States. The population was 6,822 at the 2010 census. It is part of the Chicago metropolitan area. Homer Glen is located on the Northwest Side of Chicago and is bordered by the communities of Mundelein to the north and Westchester to the east.
The village was founded in 1887 by John Ladd and his wife Sarah Jane Bartlett as a farmstead on what is now Orchard Road. In 1896, Homer Glen became an incorporated town under territorial jurisdiction of Paris Township. The first post office opened in 1898, and named after Mr. Ladd's father-in-law, James Wirtz (1801–68). The community changed its name to HomerGlen in 1924 when it became part of Cook County following reorganization of that county into three districts (the North Side Districts 1 through 3) pursuant to state law governing municipal incorporation. In 1965, following passage of a state constitutional amendment granting voting rights to citizens of municipalities with more than 5,000 residents without special privileges or immunity from township taxation, Homer Glen voted to become an unincorporated community once again within Cook County effective January 1, 1966; however it retained its own government school district which operated until 1994 when that district was merged into Chicago Township's public education system.
According to the 2000 census there were 6,052 people living in Homer Glen—4% less than the 7,045 counted in 1990 but still 50% more than any other municipality in Cook County. White married couples constituted 60% or more of all households; black/African American couples made up about 20%. Hispanic/Latino households were about 15%. More than half (57%) of those living here were age 45 or older; nearly two-thirds were female headcounts over age 45 (66%). From 1990 through 2000 average household income increased 8%, while poverty decreased 2%.
In 2002 former Mayor Richard Mancuso was charged with four counts including bribery conspiracy and honest services fraud relating to payments he received from developers seeking zoning approvals for their new buildings project known as "Homer Place".
