In 1865, President Andrew Johnson signed legislation creating Du Page County; as a result of this change in local government, much of what is now central Frankfort (including blocks east of State Street) was within Cook County until its annexation by Frankfort in 1911. The population grew rapidly following World War II as people came to work in nearby manufacturing plants or service industries such as agriculture or education; however, rapid growth also caused an increase in crime and traffic congestion which has forced many people to leave Franklin since the late 1990s for more developed communities elsewhere in Illinois or Missouri.
