East Moline is a small city in Cook County, Illinois, United States. The population was 25,623 at the 2010 census. It lies on the edge of the Chicago metropolitan area and is part of the DuPage County Metropolitan Statistical Area. The town was founded in 1836 by Welsh immigrants as "Moline". In 1848 it became the seat of DuPage County. East Moline grew rapidly during the late 19th century as a result of manufacturing and trade activities within its boundaries. This growth led to many new residents moving into East Moline from other parts of Cook County and from nearby rural communities. But rapid population growth also caused problems for East Moline's infrastructure and social fabric; for example, slums developed near downtown due to inadequate housing supplies and low property values. In 1923, Mayor Harry Nevin proposed that East Moline become an incorporated city. Though opposed by some local officials, incorporation passed with only a few dissenting votes after he convinced several thousand citizens to sign a petition supporting it. On November 1, 1923, East MLINE became an independent City government with its own police department and mayor-elect Harry Nevin serving as its first president. Today, East Moline remains one of the most vibrant cities in Illinois - with over 25% of its population living below poverty lines - thanks in large part to its mission statement: To encourage economic development through public education opportunities and support community leadership."
