It was at this school that future naval officers were educated. The Academy also served as a training ground for the U.S. Marine Corps and Coast Guard. This event marked the first time a navy vessel had been displayed in Decatur since 1884. The United States Naval Institute (USNI) established its own gift shop on College Street in Ann Arbor, Michigan in 1907. USNI's gift shop served as a source of naval memorabilia and equipment for schools and other organizations across the United States. The Decatur, Illinois Naval Militia was founded on December 14, 1871, by Commodore John P. Healy and Rear Admiral G.W. Fenton. The Naval Militia fulfilled two main goals: to provide a force for the defense of the city and its harbor, and to support local military activities. In 1895, the Naval Militia was redesignated as the Decatur Civic Guard Corporation effective January 1, 1896. The Corporation's mission was to "provide law and order inDecatur during times of emergency." On October 1, 1916, the Naval Militia acquired new facilities at State Street and First Avenue in Decatur after the city burned down their old building.

Decatur is a city in Illinois, United States. The population was 18,859 at the 2010 census. It is part of the Chicago metropolitan area. The first permanent European settlement in what is now Decatur was made by French fur traders on the Fox River in 1787. The first white residents were men who had married Native American women and settled down around 1794 when General Anthony Wayne's army invaded Illinois to stop the French from forming an alliance with Spain against Great Britain. After driving the French out of Illinois, General Wayne founded Decatur as a post on the west bank of the Fox River in 1796. In 1812, General John Paulding moved his forces eastward from Indianapolis to take possession of what is now Decatur as part of their march into Indiana Territory after successfully invading that state. Decatur became an important transportation center during its early years because it was located along two major railroads: the Northwestern Railroad andthe Central Railroad of America (CRA). The Northwestern Railroad provided passenger service between Chicago and St Louis until 1938 and freight service until 1951; while CB&Q (now CSX)provided commuter service between Decatur and Chicago until 1978. In 1830, George Stephenson built his original locomotive shop here for his Stephenson Locomotive Workshops Company; however, he never actually used them and they have been preserved ever since as a museum piece. In 1846, Congress passed An Act to Establish A National Bank in this District—an act which later became known as "The First National Bank Act". This institution played an important role in financing American Expansionism during the late 19th century through lending money to various Territorial governments throughout Mexico, California, Arizona Territory, New Mexico Territory etc.; also providing tangible benefits such as infrastructure development assistance for these new entities including roads and bridges across rivers or mountain ranges. With decimated fields following World War II and subsequent economic downturns throughout much of North America though not Decatur specifically, many people turned their attention towards downtown living spaces such as dining options within walking distance or even close by public transportation options like bus lines or trains that stopped right outside city limits making it easy to get around town without having to go out into rural areas all over again halfway through each day! The name "Decatur" comes from the French word "décarcer" meaning to free or set free. It was originally founded as a small trading post by French fur traders in 1793. At its peak in 1837, Decatur had a population of over 507 people. In 1868 it merged with neighboring Rockford to form one large city with a population of over 1,500 people. In 1902, Decatur became an independent municipality and reverted to its original boundaries as an unincorporated community within Cook County. On February 14, 1962 it became one of 108 municipalities that were merged into the City of Chicago through annexation under Illinois law No. 92-653 (the "Chicago annexation"). The population of Decatur increased rapidly following incorporation and reached 10,000 residents by 1970; however economic decline throughout most of the 1980s led to a significant decrease in population to 6,021 at 2000 census due largely to commuting patterns within Chicago which have remained essentially unchanged since then except for slight growth rates due primarily to births and deaths within the city limits not affecting nearby towns which have experienced modest increases or decreases since then). As recently as 2000-2010 there has been no discernible increase in Population activity moving out into adjacent communities w/o being directly impacted by much larger Village Growth Rates
