Chicago has always been a town of policemen. The first policeman in Chicago was John Fitch, who started working in the city on December 1, 1835. He was followed by James Cushing, who began work on February 14, 1837. On July 8, 1838, Mayor Richard M. Daley appointed George W. Hennepin as the first Superintendent of Police in Chicago. Hennepin served from August 15, 1838 to November 3, 1840. In October 1861 Mayor John P. Kelly created the position of Inspector General for Police and Firemen and renamed it the Department of Public Safety (DPS). In 1870–71iformed officers were organized into precincts which were then divided into districts which were then divided into patrols that patrolled specific areas within their neighborhoods or beats (e.g., West Side; North Side; East Side). From 1915 to 1972 police uniforms did not change with each new departmental head until they were changed again with each new mayor after Harold Washington became mayor in 1965
