In 1954–1955 Boston-based developer Harry Harris developed what is now known as North Side (now Loop) Community College District property adjacent to The Gables development along State Street between Laflin Road and Fullerton Drive near Wacker Drive (now Midtown Crossing). He named his new community Chicago Heights after then-President Franklin D Roosevelt who visited Northwestern University there in February 1944 while touring warfare-torn Europe as part of America’s war effort through Iwo Jima Operation .

The Chicago Heights neighborhood on the Near West Side of Chicago was settled in 1847. The first white settler, Isaac Neely, purchased 640 acres (248 hectares) of land from the Native American tribe of Potawatomi. He named his new community after the heights in London, England where he had been born. Neely's heirs sold additional land to other settlers and businesses soon followed. In 1854, a canal was built linking Lake Michigan with the then-new city of Chicago. This made Chicago Heights one of the most important areas for commerce and transportation in early Chicago. In 1863, General James Longstreet's Confederate army invaded Illinois and raided throughout the Midwest. As part of their campaign to take control of central Illinois, they burned many homes and businesses in Chicago Heights during what is known as "The Night Of The Heat Wave." During these years, many people left the area for better opportunities elsewhere in town or outside ofChicago. Eventually, only a few families remained in this largely African American neighborhood until after World War II when it started experiencing rapid growth due to waves of immigration from southern Italy and Portugal that brought jobs and housing opportunities to residents.
