The Naval History and Heritage Command (NHHC) is the custodian of naval history in the United States. The NHHC was established in 1946 as a result of the National Defense Act of 4 June 1944. The mission of the NHHC is to promote and protect America's maritime heritage, including naval architecture, engineering, science and technology, naval officer training and education, commercial fishing, merchant seamanship and maritime law. In 1850 when Chubbuck was founded as an unincorporated town on the Snake River Plain by pioneer Mormons under the leadership of Brigham Young, it had no means for providing gifts or support to navy units deployed in World War II. However, over time Chubbuck has become a significant community associated with military service within both America's navy and its allies around the world. In 1945 Chubbuck became home to USS "Midshipman" (DE-435), one of three DDs commissioned during World War II as part of Destroyer Squadron Twenty-four (DES-24). The Class A destroyer USS "Fenwick" arrived at Nelson Bay from San Francisco on 8 May 1945 sponsored by Mrs. Fenwick who also donated $1,500 toward her ship's construction cost which amounted to $21,000 at that time. The proceeds from this donation would go towards future Navy deployments overseas through various channels such as gift donations to local branch associations or individual sailors' savings accounts where funds could be used for necessary equipment or travel expenses while serving aboard ships afloat or ashore. USS "Midshipman" departed Seattle on 15 May 1945 en route to Okinawa where she would serve until Japan's surrender on 2 September 1945 following several months spent conducting anti-aircraft operations against Japanese targets in South East Asia .
