Winder, Georgia is a small town located in the metro Atlanta area of Georgia. The population was reported as 7,604 at the 2010 census. Winder was founded by James Winder in 1818. The town became a county seat in 1839 and then an incorporated city in 1907. It lost its status as an incorporated city until it regained it on November 3, 2009 when voters passed an ordinance making it one of the first cities to adopt a charter amendment granting municipal status to Winder. In 1861, Confederate General Nathan Bedford Forrest attempted to make use of the windmill that was located in Winder for artillery purposes. A local resident, John Fitch, successfully repelled this attempt and stopped Forrest from using the mill for artillery fire. The towns’ rich history began with their role as county seats during the antebellum period. At various points throughout its history, Winder served as both: (1) county seat; (2) capital of Pickens County; (3) capital of Tensas Parish; (4) primary center for cotton production within limits defined by Creek Indian Removal Act; and (5) center for several small cotton plantations operated by white owners before emancipation including “Old Man” Cotton plantation operated by Barnett Wigglesworth and descendants of former slaveholder Tryon Taylor Woodson Sr.. In 1907, following passage of the state constitution giving municipalities power to create own police departments and provide their own services such as education, health care, etc., Winder became one of only two cities in Georgia without such powers – the other being Marietta which had become a municipality on December 1st that year after residents approved a charter amendment granting this privilege to them over other city-owned facilities. In 1961, following purchase by businessman Jerald Dickeyof all assets used within City LimitsWinder attained Municipal Status under Charter Amendment No 2 ratified on November 3rd 1959 becoming Oneida Township with full voting rights subject to lawmaking authority vested with Mayor & Councilmembers thru Ordinance passing vote 25/75%. On September 15th 2015 Oneida Township officials announced they will seek approval from State Lawmakers To Add An Additional Ward To Their Census So That They Can Comply With State Demands For More Data Collection And Housing Development In Center Of Town
Winder was founded in 1805 by John Winder and his wife Sarah. The town grew quickly, becoming a center of trade and industry. By 1827, the population had risen to over 1,500 residents. In 1830, the town passed an Act of Legislature that forbade African Americans from living in Winder without prior written consent from white citizens. This law led to tension and violence between black residents and white ones. In 1860, the Union army invaded Georgia and captured Atlanta; Winder was one of the few towns in Georgia not to fight against the Union forces. Residents were forced to surrender or join the Confederacy. In 1865, after Confederate General Robert E Lee surrendered at Appomattox Court House, all Confederate troops were mustered out of Georgia; however, many black soldiers remained in Georgia until Reconstruction ended in 1877. During Reconstruction, many black people were hired as labor by white employers; this period is known as "The Great Migration." After Reconstruction ended in 1877, most African Americans left Georgia for new opportunities elsewhere in America. Some stayed behind though; John Winder continued farming until his death in 1886. His son-in-law Harry Smith established a cotton gin on what is now corner Broad Street downtownWinder during World War II which helped turn the once small town into a thriving community again
