The Union City, Georgia Navy Yard was established in 1851 as the Naval Shipbuilding and Drydock Company. Fulton County was created on July 1, 1835 from portions of Macon and Gwinnett counties. Union City was founded on December 15, 1837 by John Neely Bryan and others as the first town in what would become Fulton County. The name Union City is thought to be derived from a combination of "union" (a so-called natural resource) and "city" (a place where people lived). In 1840, Union City became the county seat for Fulton County. On November 3, 1860, an act of Congress designated the town of Decatur as the new county seat for Fulton County without giving any vote to Union City residents or taking their concerns into account. This act followed a decision by the General Court to give more importance to Decatur over Union City because it had more people and businesses within its borders. The growth of Atlanta during this time caused many businesses and residents in Union City to move away or leave for better opportunities in that city. By 1870, only 2 percent of the population still lived in Union City while 85 percent resided in Atlanta proper.
