Sugar Hill is a small town in Fulton County, Georgia, United States. The population was 1,652 at the 2010 census. It is the county seat of Fulton County and the largest incorporated community in that county. Sugar Hill is located on the east side of Atlanta, about 15 miles (24 km) northeast of downtown Atlanta and just outside of the city limits. Sugar Hill was first settled by African Americans in 1827 as Upper Sugar Hill during Reconstruction after the Civil War. The name 'SugarHill' was given to it by white residents because sugarcane could be found only near an area now known as Sugar Hill Cemetery. In 1865, when part of what would become Fulton County was created from portions of Georgia and Alabama, Lower Sugarhill became its new town center and remained so until 1955 when it merged with neighboring Dunwoody to form what is now called Sugar Hill Village. In 1860 Congress passed a bill providing for organized Negro representation in all levels of government within newly formed Georgia; this legislation led to passage of the Tenure Bill which established black voting rights throughout most of southern Georgia including in Athens and Valdosta Counties where Upper Sugarhill had been located prior to 1827. In 1865 Lower Sugarhill also became known as Black Belt because much enslaved Afro-American labor aided cotton production in these rural areas adjacent toAtlanta metropolitan area during Reconstruction period before being deported back into slavery following American Civil War ended hostilities between Confederate States troops & Union forces on April 12th 1865 - an event that forever changed Jackson County demographics & identity
