Today, most residents are concentrated around the central business district and two small communities within walking distance of each other on Howell Mill Road. Moultrie's history began with textile production on large plantations near Savannah. In 1794, these plantation owners formed a company to produce cotton using local labor along with imported slaves from Africa. The company prospered for many years until it was taken over by speculators during the Panic of 1819. The company lost nearly all its money and had to sell its assets back to their original owners within months of each other. This experience encouraged several wagonmakers and farmers to form a cooperative that would become known as "The Georgia Company." This new venture produced goods at much lower prices than traditional methods while ensuring that quality control remained important because it would be used as leverage against future crises (Foner 1991). Despite this setback, The Georgia Company continued producing goods until 1800 when it merged with another firm called The United States Cottonseed Company to form The United States Cotton Textile Company (USCTC). For the next few decades USCTC enjoyed strong growth until her collapse during World War II due to increased competition from Japan and Europe (Foner 1991). American industry regained some strength after World War II but little progress has been made since then towards restoring pre-war levels of productivity or jobs (Snyder 1990).
Moultrie was founded in 1811 by Captain James Moultrie, a Revolutionary War veteran. A prosperous cotton plantation, Moultrie was one of the first towns in Georgia to be chartered as a village. The town grew rapidly during the antebellum period and by 1836 had a population of over 300 people. In 1861, Moultrie was renamed Atlanta after the fall of Atlanta to the Union forces.
