Monroe is a city in Bibb County, Georgia, United States. The population was 9,711 at the 2010 census. It is the county seat of Bibb County. Monroe's first town site was established in 1802 and it incorporated as a city on November 1, 1903. The community of Monroe grew around Miami (now part of Atlanta) Railroad Station which served as a depot for passengers travelling from Chattanooga, Tennessee to Macon, Georgia and points east. In 1892 the station closed but continued to be used by travelers until 1955 when all passenger service ceased due to the Interstate Highway System construction project across Georgia. The current incarnation of Monroe began as an agricultural village named after General James Wilkinson Monroe who fought in the Mexican-American War and later became Governor of Georgia before becoming President Ulysses S. Grant’s Secretary of War during Reconstruction under President Abraham Lincoln. The original town site was located at what is now milepost 10 on State Route 520 near what is now known as downtown Athens; it contained four small shops and one store. On November 1, 1903, Monroe incorporation occurred with Aldermen Jno Dickey and Wm Long sparking discussion about forming a city with businesses clustered around Trinity Methodist Church which had been built adjacent to the existing schoolhouse complex on Centre Street; this proposal failed because only two citizens voted in favor (Dickey and Long). A new vote resulted in creating the City limits on December 12th with Mayor Prentice Burchard leading the charge “to secure business growth within our limits” while also pledging that services would not be widened beyond what was necessary for residents or needed by businesses; this action helped ensure that Monroe would continue to function primarily as an agricultural center despite its location miles outside urban areas throughout much of its history until recent years when many high-end shopping destinations have sprung up around central Athens making it difficult if not impossible for residents to commute into town even though they could still access most essential services without leaving their homes In 1928–29 local farmers formed a corporation called The Agricultural Cooperative Extension Service (later renamed University Extension Service) which provided more than $1 million worth of seedortunities through its distribution centers located near present day DeKalb Avenue and Claiborne Avenue in Athens/Milton Road sections of downtown; these centers were instrumental in helping form today’s commercial agriculture industry with early seed dealers such as Woolworth’s having locations along both streets . In 1951 businessman Fenton Dixon donated land adjacent to Interstate 95 exit 8 northbound lane between US 70W & I- 95E for development into what became known today as Midtown Athens – home to major retailers including Sears Roebuck & Co., Macy’s Department Store, JCPenney & Co., Ford Motor Company intent on providing an area where commuters could converge without having too much impact upon residential neighborhoods surrounding older shopping districts such as Midtown Mall . After years of planning efforts by various groups including Citizens Association for Downtown Development Incorporated founded in 1978 which promoted redevelopment plans focusing inward rather than outward towards I-95 - eventually resulting in Midtown Athenians establishing themselves governing board with their own mayor and City Council - businessmen Harry Canfield Jr., Don Smith bought property south off I- 95E opposite Interstate 521 interchange just past mile marker 246A just southwest of Chattahoochee Lake Boulevard becoming known today simply as Canfield Place followed by other developers buying adjoining parcels until there are currently less than five acres remaining undeveloped within Downtown Athens boundaries . In 2001 Big Weigh joined forces with other local organizations led by Mayor John Teague III who pledged $5 million toward developing future uses for 2nd Street NE extending from Center Street northeastward through Midtown Athanasiou concluding at 3rd Street NE opposite State Route 520 providing easy access onto Interstate 95 from all directions making Downtown Athens arguably one ofGeorgia's most vibrant communities
