Lilburn is a city in Fulton County, Georgia, United States. The population was 21,703 at the 2010 census. It is the county seat of Fulton County and home to the Georgia State Capitol and other state buildings. Lilburn is located on the eastern edge of Atlanta metropolitan area. The land that now makes up Lilburn was first populated by Native American people in 1795. In 1823, General James Wilkinson founded what would become known as Wilkinson's Townsite (now part of Lilburn). A post office called Wilkinson's Settlement was established in 1827; it was discontinued in 1838. In 1845, Colonel John Capps purchased 1,451 acres (560 ha) of land from George Washington Robertson for $10 per acre ($2/acre). He named his new town "Lilburn" after Capps' old plantation near Savannah, Georgia. In 1850, Llewellyn Walton purchased an additional 113 acres (49 km²), making Lilburn a total of . By 1860, over 60 percent of the town had been acquired by white settlers. In 1861–1865 Confederate General Robert Ewell made his headquarters at nearby Decatur Hill during the Battle ofatlanta and ordered all male residents living within 400 feet (120 m)of any Ulysses S. Grant outpost to be drafted into Confederate service or face death (). Many men chose to serve instead out of love for their country but many also succumbed to disease or hunger during this time (). Afterward Union forces burned down much of Decatur Hill before finally withdrawing on Christmas Day 1865 (). lilburn lost its importance as a Confederate capital following this event but regained some importance when Atlanta became the new capital following Reconstruction in 1868 (). In 1886, Gullah Island came under Federal jurisdiction and then again reverted back to state control until it came under federal jurisdiction once more in 1898 (). At one point during its history Lilburn had 8 schools: 4 public schools and 4 private schools which are still operating today including Drury High School where basketball great Wilt Chamberlain attended school from 1922-1939
