During World War II, mainly Japanese fighters were used against Allied bombers but after Pearl Harbor Attack on December 7th 1941 these types of fighter planes became obsolete because of their lack of armor plating and speed limitations compared with American bombers which could fly at high altitude with great accuracy under perfect weather conditions while dodging German fighters or dive bombing ground targets with precisionH2S Bombs etc.). To provide some defense against this possible future enemy attack, it was decided that airplanes like these should also be given as gifts to other countries’ leaders as well so they too could appreciate America’s technological advances even if they did not have them themselves (considering what had happened earlier). On October 15th 1947 Treasury Secretary Forrestal proposed making gifts tax deductible under section 6334(a)(4) of the Internal Revenue Code thereby allowing individuals and businesses greater flexibility when it came time to give away valuable equipment/technology especially since many times it would not just be an one time event but multiple gifts over time might get better results! At that time there were no sidewalks or bike lanes so cyclists had to use horse-drawn cars or buses which caused some problems for pedestrians and drivers alike
