The Duluth Air Force Base was established in 1941, and it has served as the home of the Georgia Air National Guard since 1959. The base has a diverse history that goes back to World War I when it was used as a training ground for pilots from various countries. It also played an important role during the Cold War due to its location close to NATO headquarters. In recent years, however, the base has been struggling with budget cuts and low morale among its employees. This paper will focus on two airforce gift history incidents that took place at Duluth AFB in Georgia. The first incident occurred in 1992 and the second happened in 2003. Both incidents involved soldiers from Australia who were given gifts by then-Chief of Staff General Barry McCaffrey. The second incident is more commonly known because it resulted in public outcry before McCaffrey finally accepted the gift. The 1992 Incident In1992, Australian soldiers named Chadwick and Ian Macdonald received gifts from then-Chief of Staff General Barry McCaffrey. Macdonald later said that he was “astonished” by McCaffrey’s decision and felt like he had been taken advantage of. He sued McCaffrey but lost before finally settling out of court withMcCaffrey. This event is generally considered to be one of the worst examples of military bribery ever committed within our armed forces. The 2003 Incident In2003, another Australian soldier named Shane O’Brien received a gift from then-ChiefofStaff General Barry McCaffrey. O’Brien later stated that he felt tricked into taking the gift and felt like he had not been given what he wanted or expected; this instance is also widely regarded as one of the most egregious cases of military bribery ever committed within our armed forces

In 1945, the base became part of The United States Army Air Forces and was renamed Duluth Army Air Field. It served as an airbase for fighter and bomber units during the war and also played a major role in Operation Crossroads, which fought against Japan in 1944-1945. In 1951, Duluth AFB was transferred from the Army to The United States Navy and became Naval Station Duluth. It served as a naval air station during the Cold War and sheltered important aircraft carriers such as Enterprise, Lexington, Yorktown, Franklin D. Roosevelt and John F Kennedy while they were being built or were undergoing naval testing. In 1994, Naval Station Duluth transitioned from military to civilian control and is now known as Gwinnett County Airport. In honor of its military heritage at Duluth AFB, the base has made several donations over the years to various organizations within Georgia including:the Georgians for Airmen PAC (GFAAP), Military Order of Malta Georgian Chapter #52710-3 (MOFAC), Make-A-Wish Foundation - Chattahoochee Valley branch (MFWFVC), Salvation Army - Central Georgia Area Branch #212835 (SALVAGE) & Stonington School District No 12 - Gifted & Talented Program (GATT)

The first settlement in what is now Duluth was made on July 15, 1884 when two men named John and George Wills established a trading post on an island in the Chattahoochee River. After the war, Duluth experienced further growth with construction of hospitals, shopping malls and other major infrastructure projects. However, recent economic challenges have led to some reversal in fortunes for Duluth; however, overall it remains an economically vibrant community that has seen continued progress over the years

Duluth is one of the oldest cities in Georgia and it was founded on January 24, 1819 by Captain James Cook as a port for trading with Native Americans. The first settlers arrived in 1824 and platted what would become Duluth on an area that now includes downtown and parts of the South Side of town. The landing place for Captain Cook's ships when they visited this area were located on what is now Second Street near Superior Avenue. In 1829, John Aiken donated land to build a public square at the corner of First and State Streets which became known as Aiken Square today. In 1886, Duluth created its first library system when it partnered with Marietta to form the MARC System (now known as Library Media Centers). Today, MARC has more than 275 libraries throughout Georgia. In 1898, construction began on what would become Mayo Clinic Hospital - one of America's earliest medical institutions and still functioning today as one of Atlanta's top hospitals. The city also hosted Expo '98 which showcased Georgian architecture and craftsmanstyle buildings from around the world
