Decatur is a city in Georgia, United States. The population was 23,816 at the 2010 census. It is the county seat of Fulton County. The history of Decatur goes back to 1837 when five men from Alabama founded a town on the Chattahoochee River just south of what is now Decatur. Named for General James A. Decatur, who had helped suppress a slave revolt in Alabama and was then U.S. Minister to Spain, the town grew quickly and by 1840 it had a population of 400 people. In 1845, two years after its incorporation as a city, Decatur became the capital of what would become Fulton County. At that time it lay within Colquitt County but soon developed into one of Atlanta's most important commercial and industrial areas due to its location on the river between Atlanta and Savannah; its close proximity to transportation links; and its access to water resources which allowed for rapid growth during the post-Civil War period. In 1860, following Confederate defeats at First Manassas and Antietam Creek Valley Campaigns, President Abraham Lincoln called for an all-out effort against slavery in Georgia (the Emancipation Proclamation). As part of this campaign, General William Tecumseh Sherman ordered his army's March through Georgia et al., destroying plantations along their route as he went; this led to increased African American migration from neighboring states into Georgia in search of freedom. In 1865, less than two months after Union general Robert Elisha Grant's surrender at Appomattox Court House in Virginia (and more than three years after Confederate forces surrendered), General Sherman ordered his troops out of northern Georgia altogether—effectively ending Reconstruction in America as we know it. This abrupt end left many African Americans displaced and poverty stricken: some 35 percent of Fulton County's population were black before Reconstruction ended; by 1870 only 8 percent remain today–less than half what they once were before emancipation made them slaves! But while Reconstruction failed utterly to address economic disparities between white landowners and working class African Americans throughout much Southern America (the Jim Crow “Jim Crow” system continued until well into the 21st century), Decatur did have some success – creating numerous black owned businesses such as banks, grocery stores etc.; providing education opportunities for blacks via private colleges/universities such as Morehouse College (now Emory University) ; making progressivism mainstream among Georgians through elected officials like Mayor George Wallace – Brownlowe being particularly instrumental in developing public housing developments which served both African American residents and whites alike throughout those years; playing an important role in helping lead decolonize southern America during this era – beginning with Puerto Rico where local activists spearheaded efforts leading up to significant democratization there starting around 1960); hosting major events associated with Black History Month throughout these years including The Freedom Rides concerts/marchings organized by civil rights organizations such as SNCC / SCLC etc.; becoming home base for numerous black artists during this time including Aretha Franklin & John Lennon experiencing massive crossover success hereabouts not seen elsewhere outside Harlem or Liverpool respectively – though some argue that whiteflight began occurring shortly thereafter following increasing suburbanization withinAtlanta itself begun subsequent to World War II… TodayDecatur enjoys consistent AAA ratings from various reviews aggregation websites across multiple aspects such as crime rates (-5% over last 10 year average) -7 points above median -10th percentile overall -11 points above 2013 national average healthcare spending ranking -3rd best job market rating among large US cities according to Compete analysis amongst large US cities…..
