It is part of the Atlanta metropolitan area and is the seat of government for Fulton County. The city was founded by John Carroll in 1827 as a small community on the Chattahoochee River. In 1847, it became the capital of Georgia; this designation continued until 1797, when Athens became the state capital. The first courthouse in Carrollton was built in 1849. In 1865, Congress passed an act providing for a separate county for Carrollton; this county was named after General James Harnesberry, who had served as its first sheriff and governor before his death in 1866. In 1888, David Dunlap bought 1 mile (1 km) of land east of town and erected a large cotton gin and millrace on it which he named Dunlapown after himself and his wife Minerva Acheson Dunlap (1828-1908), daughter of senator Andrew Johnson Acheson. This event helped start what would become one of downtown's most important business districts – Dunlaptown Square today includes more than 50 businesses including insurance companies and banks dating back to that era. In 1911 Paramount Pictures made their Hollywood premiere with "The Lifeboat Boys" at Dunlapown Millrace Video Theater; today that location serves as home to The Paramount Theatre – also known locally as "The Star-Keeper". After World War II many agricultural products were grown here such as cornmeal, soybeans and cotton; however some industrial development has occurred too: over 100 businesses have been developed along Interstate 85 since 1990 alone including Pabst Brewing Company (founded in 1890), JBL Audio Division (founded in 1994), Coca Cola Refreshment System (founded 1886), Mazda Motors Corporation (headquartered from 1966-present) – all within walking distance of downtown! The town was founded in 1819 by John Carroll and named for him. He had been born in Ireland and settled in Virginia before moving to what is now Carrollton. The first school was built here in 1825 and the first courthouse was erected here in 1830. In 1840, John Carrol donated land to build a park where today's Municipal Auditorium stands. This donation also included his home which still stands on the property today. In 1865, when Atlanta became a city, Carrollton voted to become its own incorporated municipality with its own government and Post Office Administration. The town continued to grow through the years until it reached its current size of 5,711 people as of 2010 census

The area has been home to many notable residents, including Circuit Judge John Witherspoon and Congressman Harry Blackmun.
