Wilkinson had been elected governor by Congress after leading an army against General Cornwallis at Yorktown in 1781; he became George Washington's personal physician during the Revolution, serving both in Philadelphia and New York City before returning home to take up residency in Albany. Under Governor Andrew Johnson, Albany experienced rapid growth due to its location near Atlanta – it became one of America's most important transportation hubs with connections to points north and west via railroads and canals – along with its status as the state capital. In 1865, when Confederate general JEFFERSON DAVIS captured Gainesville during their ill-fated attempt to retake Savannah from Union forces, many people fled into nearby rural counties for refuge until Union troops arrived four days later and burned everything remaining inside City Hall buildings including much valuable artwork including three Leonardo da Vinci paintings – which still hangs today within easy reach of visitors inside City Hall rotunda! “What we have here today may be nothing very material but it would be hard to overestimate how much better off we should be if our capital could properly function without any manials or showy adornments whatever...We shall not succeed so long as we are hampered by these fancies” - James Buchanan
