Winter Haven is a city in Palm Beach County, Florida, United States. The population was 54,856 at the 2000 census. It is located on the northeast side of Palm Beach Island and is bounded by Indian Harbour to the east and north, Boca Raton to the south, and Jupiter to the west. The climate in Winter Haven is generally mild with high humidity levels year-round; however, there are periods of cold weather during winter which can be severe. The area that now makes up Winter Haven was first settled by people who were attracted to its warm climate and rich soil in 1824. At first they built homes close to the water where they could enjoy all of the Heathen rituals typical of those days. By 1830 most of what would become Winter Haven had been developed as a plantation town named for James Kappler (1792-1868), one of Florida's early entrepreneurs. In 1835 he founded Kappler & Co., an insurance company that became one of South Florida's most successful businesses until it went bankrupt in 1899. Another early settler was Isaac Asbury (1799-1875). He organized railroad construction in this area and founded Asbury Park on Boca Raton Bay in 1840. A cotton gin was established here around 1850 by George Eppes (1795-1866), who used convict labor to produce local cotton while serving his sentence at Fort Monroe near Richmond Virginia. In 1857 thousands of additional people moved into central Palm Beach County when railways were extended from Jacksonville through West Palm Beach and downtown Miami towards Tampa Bay. Many newcomers came from Georgia due to Seminole Wars hostilities there; indeed many streets in downtown Winter Haven are named for Confederate War veterans such as General John Pemberton (1811-1898) who commandeered USS "Alabama" during the war effort against Cuban forces under Fidel Castro between 1959 - 1961 or Lieutenant Colonel William Troup (census date unknown) who served with Company C, 4th Infantry Regiment stationed at Fort Pierce Naval Air Station during WWII before becoming its captaincyornamentry officer after discharge from military service; among others Many families lived cheek by jowl with white residents on wide boulevards called "Streeterville," which continued until after World War II when black Atlantans moved into new neighborhoods developments away from white neighborhoods ringing town limits

Winter Haven was founded in 1892 by Capt. George H. Winter, a United States Navy captain who had served in the Mexican-American War and the Spanish-American War. The town quickly became an agricultural center, with cotton, cattle, pigs, and other livestock being raised. In 1902, the first electric streetcar service ran through the town, and in 1934 Winter Haven incorporated as a city. The city grew rapidly during the World War II era, when many new businesses were established in the city to support the war effort. The population of Winter Haven reached its peak in 1951, when it had over 60,000 residents. However, during the postwar years downhill spiral began to take place within the city boundaries as high crime rates and economic decline led to declining population densities and tax revenues. In 1975–1976, portions ofWinter Haven were annexed by Jacksonville while still remaining part of Winter Haven City; this resulted in a reduction of both populations within Winter Haven City limits
