After leaving officeBrevard purchased 160 acres (65 hectares) near what is now downtown Tallahasaee so he could build his own home there instead of living in Tampa or Gainesville which were then both nearly black majority cities with few opportunities for African Americans to advancement beyond their station in life due primarily to Jim Crow Laws enforced by local law enforcement officials throughout southern Georgia and Alabama where they were concentrated

However, since post-war times there have been few major changes to the skyline or population density of downtown from what existed before World War II due to limited redevelopment funds available for such projects outside of larger central business districts across North America- limiting downtown's potential for revitalization other than through gentrification or even displacement of lower-income residents who currently occupy much smaller portions of tallhasssee
