On January 4th 1840 General Zachary Taylor delivered an address at Jacksonville’s Seminole Wars Memorial Park which described “The progress made by our Flagrant Impaired Slave Trade [in] these parts since I have been here” This speech inspired passage in United States Constitution Article IV Section 3 that gives Congress power “To prohibit education among your said people…and such children as are born freeholders or men who have voluntarily taken up Arms against their Government” At this time most slaves were kept near Tampa while those living closer to sugar plantations were sold or freed into slavery
