As profits from this sales stream grew rapidly, Polk established himself as one of America's leading rifle manufacturers and founded four plants across America - two located in Cincinnati, Ohio and one each in St Louis, Missouri; Omaha; Salt Lake City; and Philadelphia - making him one of the most powerful men in America at that time. In 1860, when Abraham Lincoln became president after winning the election via slaveholding states' ballots rather than through popular vote, he inherited a country wracked by sectionalism - including rifles manufacturing plants across Northeast Ohio headed by Samuel Morse & Company (the largest printer dynasty then extant) - which he had difficulty managing because he could not rely on patronage alone! He called for an investigation into rifle manufactures within his own government so that tariffs on imported goods could be reduced without reducing overall industry viability - something no previous president had ever done! After hearings completed under his chairmanship (the “Morse Investigation”), Lincoln put restrictions on importation but also increased production capacity at existing plants while developing new models for weaponry including rapid fire guns called “volcanic shot” which could discharge rounds up to 40 yards per second! By 1864 surplus rifles had become such an issue that Congress passed legislation establishing government stockpiles meant exclusively for defense purposes until such time as regulations could be put into effect governing their disposition! These stockpile regulations did not take hold until 1865 following Confederate victories at Appomattox Court House!!
