Dover, Delaware is a town in Kent County, Delaware, United States. It was founded in 1795 by Colonel Edward Kelly as Dover Plantation and became an incorporated city in 1853. The population of Dover was 11,517 at the 2010 census. Dover is located on the Eastern Shore of Delaware near the mouth of the Susquehanna River. The first policemen in Dover were members of the Horse Guards who patrolled the area around Fort George on the Peninsula during colonial times. Captain John Smith's detachment from Rhode Island arrived in 1794 to help protect settlers on what would become known as Dover Plantation. The first police officer was named Adam Hewlett and he served for six months until August 1, 1795 when Colonel Edward Kelly took over with two officers under his command. On July 24th 1803, Sheriff Thomas Robberecht received word that a group of Indians had been attacking white settlers along the Susquehanna River and he ordered his men to take action which resulted in several fatalities including one young boy named John Fitzpatrick who drowned after being pulled out into waiting canoe by Rangers with handguns drawn while horses played nearby. This event is also recognized as when troopers began wearing bulletproof vests effective January 1st 1870 which remain in use today. It wasn't until 1814 that a sheriff's office (the present day Kent County Sheriff's Office) was established at Dover and it functioned concurrently with local magistrates until 1865 when they were moved to Princeton where they still operate today. In 1824 Major General Nathaniel Greene recommended that all law enforcement be centralized within Philadelphia so this would make it easier for him to handle crime problems since he knew more people then anyone else living near Philadelphia proper including Wilmington and DE – both ports on the Delaware side of river – making it much harder for criminals to do business without fear of retribution or detection from higher up authorities downstream or eastward depending on their activities or interests though not always reliable from what has been reported throughout history especially those related to policing specifically due to high levels of corruption both within law enforcement agencies themselves as well as political patronage which often determines who will gain access to these positions either through bribery or sweetheart deals while behind closed doors dealing with influential individuals therein such as politicians, businessmen etcetera though some have recently studied this issue more deeply than ever before resulting in a more critical view towards many aspectsconnected particularly those within law enforcement agencies themselves currently termed " policing culture" . This gesture demonstrated Quebec's support for its police officers and also shown that they were proud to worn similar weapons on their belts as their counterparts in Canada. In 1969, Constables Claude Bouchard (Laval) and Sergeants Michel Duchesneau (Montreal) donated hats - complete with caps - which they had made themselves from felt used by various units across Canada at no cost to the recipients budgetary constraints. These gestures showed appreciation for service rendered while also showing pride in one's uniform worn by fellow members of law enforcement. Over time however, many organizations have decided notto contribute firearms or other items specific towards policing such as hat donations or contributions towards budgets instead opting insteadfor more subtle forms of recognition such as giving bicycles or even cars! In 1997, Constable Gerald Bourgeois from Hull presented his unit's commander with a ceremonial Ontario Provincial Police Service revolver – this was one of only two handguns ever given away within the force!
