In 1814, construction began on what would become known as Parliament Street – later renamed State Street – which linked downtown with Indian Hill (later North Capitol Hill). This led to increased traffic congestion on State Street and helped spur development along what are now Asylum Avenue (formerly Elmira Road) and Broadwalk Avenue (now Main Street). During this time period, many famous American citizens such as James Kappes and Nathaniel Hawthorne lived or worked in Hartford including author Nathaniel Hawthorne's father who ran a printing press from home while also teaching school nearby. In 1835–36, President Andrew Johnson vetoed legislation designed to create new incorporated municipalities within Hartford because he felt that these newcts would compete directly with Providence (then one of Hartford’s largest employers) for jobs in government buildings across town. As a result, only five hamlet settlements were created: Westington (later Eastington), Brookline (later Southworth), East Windsor/Windham Hills/North Haven Township (later Saybrook), Unionville/Watertown/Norwich County Fairfield Township (later Norwich) – all located east ofpresent-day DowntownHartford proper but contiguous with each other along State Street from Market Place through Capitol Square until they reached Watertown Junction where they divided into two separate communities: North Hampton Roads residents went into Norwich County while those living westward annexed South Hampton Roads; later still some residents from both towns merged back together forming today’s DowntownHartford once again completely enclosing both Riverside Park & Publick Gardens
