Pine Bluff is a small town in Pulaski County, Arkansas, United States. The population was 3,717 at the 2010 census. It falls within the northwest corner of the Pulaski County seat of Pine Bluff. The town began as a community on the present site of Pine Bluff in 1872. A post office was established there in 1875 and remained in operation until 1907. In 1906, a group of men from nearby Little Rock founded Pine Bluff Institute to teach practical education to young women. The institute became an independent school district in 1922 and remains so today. After World War II, development increased around town; new businesses were opened up and homes were built along Elm Street between First Avenue and Market Place. By 1985, however, the trend had reversed and most of the new construction had been demolished or converted into residences or other commercial facilities. It wasn't until 1995 that an effort was made to revive downtown Pine Bluff by purchasing former hotel buildings on Main Street between Second Avenue and Market Place and renovating them into retail space (the old bank building still stands). The project ultimately failed but served as a catalyst for further redevelopment which has continued to this day with several large new projects announced over the years: Housing Authority Plaza (2006), Pinnacle Bank Pavilion (2007), Mayor's Office Complex (2008) - all completed without controversy or financial overruns. In 2013-14 alone, demolition work started on two more high-rise structures - Oneill Publishing Building on Fourth Avenue near Market Place and renovation work is ongoing on another high-rise structure - Interstate 14 Business Park off I-4 just north of town limits

Pine Bluff, Arkansas is a small town located in the Ozarks region of northwestern Arkansas. As of the 2010 census, the population was 1,898. The town was founded in 1881 by settlers from Missouri on land that had been purchased by Major General John S. Worth during his campaign for governor of Arkansas in 1880. The townsite was named for Colonel James Fenton Pine and his family who had come to live there in 1879. The history of Pine Bluff began with its first settler, Captain John Pritchard, who arrived in 1881. A farm he acquired near present-day downtown also became home to another early settler, Mr. Elisha Hutchinson, and his wife Mrs. Sarah Witherspoon Hutchins; they were the first white people to reside permanently in what is now Pine Bluff. Captain Pritchard's group included five men: David Rice (1857-1937), John Pletcher (1859-1945), Hiram Hodge (1860-1938), Josiah Butler (1861-1943) and Levi Stubbs (1862-1924). They built a log cabin at the headwaters of the White River on what is now Main Street about two miles west of downtown Pine Bluff. Captain Pritchard died in 1882 after a successful foray into central Arkansas to purchase horses for an army Campaign against General Nathan Bedford Forrest that year. In 1886, Major General Worth purchased 513 acres around downtown from Nicholas Jourdain for $1 per acre ($40 per dollar). This area would become known as "Worth Place." At this time it was bounded by Broadway Avenue on the north side; Court Street on the east side; White River on both sides; and part of today's West Side Drive which extends south from Broadway Avenue between First and Second Streets across White River toward Highway 9A/Upper Loop Road/Arkansas Highway 215/. “The acquisition made [Worth] one of very few generals owning slaves outside Fortress Monroe’s military service areas," wrote historian Don Higginbotham in his book "Forrest & Company". In addition to negroes working withinFortress Monroe limits at this time no white person owned any slaves anywhere along Washington County lines other than Fort Smith where enslaved Africans worked under contract outbuildings owned by their owners or leased from them by Morris & Co., proprietors of Fort Smith slaverycomplex...This system continued until 1865 when all African Americans within Washington County were emancipated." When Worth purchased these lands he also opened up new hunting opportunities for settlers which led to increased traffic and development along Worth Place which soon became known as "PineBluff". By 1890 there were over 100 houses with corresponding businesses located around downtown including three taverns operated by Captains David Rice (the Courthouse Tavern, Third Bar & Grille), John Pletcher (Hutchinson House Tavern - later renamed Old Hickory Inn) Hiram Hodge(Fenton House Tavern - later renamed High Rock Cafe) and Levi Stubbs(Longstreet House Tavern - later called The Lion's Head). From these establishments adventurers such as Buffalo Bill Cody could purchase drinks or food whilehunting wild game throughout much parts northeast Arkansas including western Little Rock
Pine Bluff was founded in 1821 by John W. Champion and his brother-in-law, Jacob H. Smith. The town became an important center for trade and commerce in the region during the early 21st century. In 1948, Pine Bluff was named one of the "Ten Towns of America" by Time Magazine. The town has experienced a number of changes over the years, but its core values remain unchanged.
