The district was responsible for all naval activities within the state of Arkansas. In 1943, Navy Commander Rear Admiral William S. Reeves ordered gifts to be sent to employees and their families stationed at Fort Smith as a gesture of appreciation. These gifts included items such as radios, food, clothing and other necessary supplies. From 1944-1945, Navy Commander Rear Admiral John J. McCarthy authorized shipments of fresh fruits and vegetables from California to Fort Smith in order to provide morale boosts to military personnel stationed at the base. By 1945, Naval District Commander Rear Admiral Harry Harkness had designated the 3rd Naval District in Fort Worth Texas as the permanent home for Naval District #1 within the United States Navy. This move placed Charleston South Carolina under jurisdiction of Naval District #1 and gaveFort Smith responsibility for all naval activities within Hardin County south of Wichita City Limits (including most of Little Rock).
