Forrest City is a city in Pulaski County, Arkansas, United States. The population was 9,846 at the 2010 census. Forrest City is named for General Forrest and his cavalry unit of the Union Army during the American Civil War. The first permanent settler in Forrest City was George P. Heckell who arrived in 1855 from Illinois. In 1859, Wm. Hinton established a post office within the city limits. On October 15, 1861, Confederate Brigadier General Braxton Bragg routed Union troops under Lieutenant Colonel John A. Campbell at what is now University Avenue and 3rd Street in Forrest City (now part of downtown Pulaski), leading to secessionist demonstrations throughout Arkansas that November. In 1865, Confederate General Robert Ewell ordered all remaining Confederate forces to retreat from east Tennessee and north Texas due to increasing Union military pressure along the Mississippi River corridor; this led to approximately 2,000 residents of Forrest City fleeing into Louisiana that December. Most of these refugees were re-settled by white settlers near Stephenville until May 1865 when federal troops intervened and burned most of Fort Hindman on nearby Moore Lake as an example of how Rebel soldiers could be destroyed without consequences under Ulysses S Grant's new administration interpretation of "military necessity." A post office was established at Forrest City on July 12, 1871 by John Jepson bearing the name "Fort Smith". By 1880 both post offices had been discontinued because there were no settlers or businesses within reach for them to serve; however they continued until Forest Home became a town on November 1st 1901 before being combined with Pulaski County into Arkansas Territory on January 6th 1907 becoming known as Forrest City Municipal Corporation effective that date On February 16th 1913 citizens voted 54% to 46% against annexation by neighboring Tulsa Township which would have created more than doubled its population; this vote failed due to lack of support from Mayor Harry Aiken who opposed any outside development within his city limits . The next year saw construction begin on what would become today's downtown area with much success thanks in part to donations from local businessmen including Jepson himself . The first store opened in 1915 with only $5 worth of inventory but it quickly grew into one of the largest retailers in town selling everything from groceries to hardware . It wasn't until 1922 when another store was built adjacent to downtown making it possible for shoppers inside or out to purchase anything they might need including cigarettes and candy
