The Forrest City, Arkansas Army Garrison was activated on November 15, 1907. The first unit to arrive was the 2nd Infantry Regiment which arrived from Fort Smith, Arkansas. The garrison grew rapidly and in 1912 the 1st Cavalry Regiment arrived from Fort Worth, Texas. In 1915 the 3rd Infantry Regiment arrived from Little Rock, Arkansas. The 4th Infantry Regiment arrived in 1916 from Emporia, Kansas. In 1917 the 5th Infantry Regiment arrived from Decatur, Illinois. In 1918 the 6th Infantry Regiment arrived from Louisiana. In 1919 the 7th Infantry Regiment arrived from Tulsa, Oklahoma. On February 8, 1921 it was announced that Forrest City would become a military post with five infantry battalions: 1st Battalion (1st Armored), 2nd Battalion (2nd Armored), 3rd Battalion (3rd Armored), 4th Battalion (4th Armored) and 5th Battalion (5th Armored). On July 14 of that year it was announced that at least one battalion would be sent to Europe: 1st Battalion(1st Armored) would go to France while 2nd Battalion(2nd Armored) would go to Italy and 3rd Battalion(3rd Armored) would go to Belgium while 4th Battalion(4th Armored) would go to Spain and 5th battalion(5/7 armored)would go to Germany as replacements for units lost in World War I or II

The first permanent settler in Forrest City was George Shelby who came from Cosby, Alabama in 1872. The early residents were men farmers and their families who raised chickens, pigs, horses and cattle on their own farms or leased land from other landowners. In the early 1900s when railroads were built through centralArkansas there became an increased demand for goods and people moving to this area because of its natural resources including coal and oil shale. Forests near Forrest City grew rapidly due to tree-cutting by local lumber companies as they awaited shipment of logs to be processed into lumber products such as doors and windows. In 1907 two brothers named Waddell purchased a large tract of land east of town along with three others in what would become known as the Forest Heights neighborhood today (). They began construction on a sawmill that would produce lumber for homes and businesses in downtown Forrest City. When it became clear that demand for lumber was not going to increase as expected they converted their mill into an electric power plant which produced electricity until 1957 when it was replaced by a gas station/pumpkin farm combination pumpkins are still used instead of generators today! In 1916 Joice Pugh married John Gorman who had been born in nearby Eppsville, Arkansas the previous year on December 10th (). Joice's parents owned a general store in Eppsville where she grew up spending her summers selling eggs door-to-door while attending school during winter break (). Mrs Gorman later moved her family to Forrest City where she opened a grocery store before died in 1976 at age 92 years old (). On November 8th 1912 John Gorman married Lillie Meeks () from Carthage,, AR (). Their daughter Nellie was born on April 15th 1914 at 6:00am (local time) within minutes after Lillie's arrival at 7:00am CST(). The couple operated their business together until Joice's death certificate stated that he also died unmarried on October 2nd 1961 aged 73 years old leaving her sole proprietorship () with seven children underthe age of 18 living with her at various addresses throughout Central Arkansas! The city hall building located between First Avenue South and Second Street West served as the county seat from 1890 until 1925 when it became Pulaski County Courthouse Annex which served courthouse functions until 1997 when it reopened as the Forrest University campus library after being renovated by university president Dr Hickman!. In 1924 Chris Griggs opened his grocery store located across First Avenue South from what is now Old Main which continues operation today despite being several blocks away from present day downtown! Starting around 1910 live oak trees were removed from public property surrounding town limits so private citizens could build homes without fear of damage or loss! As Businesses increased importance residential areas closer to center started growing out populateMain Streets especially since there wasn't much transportation available closeby so people bought cars or motorcycles instead!!! Residents continued using Main Street names like Elm Court NW corner 2nd Ave S & Walnut St., Oakwood Ct SW corner 4th Ave SNW & Elm St., Cedar Junction NE corner 3rd Ave N & Hwy 17 just south off I-40
