The history of policemen gift history in El Dorado, Arkansas can be traced back to 1903. That year, the city of El Dorado was created when the Arkansas State Legislature combined two neighboring towns. The new town was located on the west bank of the Little River and included a portion of what is now downtown El Dorado. One of the first things that the new town council did was to establish a police department. The department's first officer, John A. Cramer, was appointed on October 15, 1903. The department's first uniformed officer was also assigned to duty that day- a white male named Hiram Smedley. Cramer served as patrolman for about one year before he left for other assignments in 1905. On January 5, 1906, New Mexico Territory Governor George Bird Griggs appointed Mervin Humes as Police Chief of El Dorado City Limits (later renamed Downtown El Doradoc). Humes served as Police Chief until 1915 when he resigned due to health concerns. In 1916, Gertrude Biddle became Acting Police Chief after Humes' resignation; she served until 1919 when she retired from service and moved away from town altogether. Through most of these years there were only four officers serving continuously with the department- John A Cramer (1903-1906), Gertrude Biddle (1916-1919), Mervin Humes ( 1906-15 ), and Hiram Smedley (January 5th - January 6th, 1906). In 1923 an addition to the force was made by appointment when Mayor Jno Ewing hired Harry Kizer as Patrolman 1st Class; Kizer would serve with distinction for many years thereafter finalizing over 2200 arrests including 203 homicides during his tenure as Patrolman 2nd Class from 1924 through 1933 inclusive! As mentioned earlier though this period is dominated by White Officers only! Black Officers began service full time with PD in 1934! This change however would not last long because soon thereafter three new White Officers were elected to fill those positions: Sgt Charles Fenton on November 3rd 1935, Lt Cecil Waddell on December 3rd 1936 and Captained Clarence Weems effective February 3rd 1937 who filled an unexpired term that had been left open by Sgt Fenton’s death just prior thereto! During World War II there were no black officers serving with law enforcement in either city limits so this period is mostly covered by crime data! However it should be noted that throughout much of this time Negroes worked side by side or within their own precincts doing occasional patrols outside their OWN neighborhoods which we will get into later! After World War II ended there continued growth in both populations but police staffing levels slowly declined until finally reaching lows associated with early post war America where almost all departments closed except for one newly established Department Headquarters unit which became known as “El Dorado PD” effective September 30th 1951!! It should be noted here again that at no time during this entire period did any Negro officers join forces with law enforcementofficers within their own communities…..Just like today!!! But more on that later……!!!!!

El Dorado, Arkansas is a small town in Pulaski County, Arkansas, United States. The population was 914 at the 2010 census. The town was named for General James H. Dorado, who fought in the Mexican–American War and later became a Republican Party member of the Arkansas Senate. The first settlers in El Dorado were Reuben and Nancy White from Nicholasville, Kentucky. They arrived on horseback during the 1820s and built a cabin on what is now called Main Street. On July 4, 1824, they married Anna Maria (née Griggs) and set out for their new home in what is now Addison County. In 1830 they had five children: John H., Mary Jane (Morgantown), Rebecca (Red Bluff), Martha Ann (Fayetteville), and Anna Elizabeth (Dorado). Nathaniel Beeman came to live with them in 1831 and remained until his death in 1859. He was one of the original owners of the land that would become El Dorado Township. In 1840 Isaac Harmon settled near what is now known as downtown El Dorado after leaving Nauvoo, Illinois.. Harmon homesteaded 5 miles square on 640 acres which he donated to the townsite development committee chaired by Judge Jens Christensen who also served as its first treasurer. In 1836, the United States acquired El Dorado from the Spanish Empire. The area was rich in mineral resources and was considered one of America's "promising new frontiers." The U.S. government determined that the land should be developed for commercial purposes, and began to construct a railroad system through the area. In 1839, President James K. Polk instituted a Land Act which gave priority to railway projects over other forms of development. As a result, little occurred in El Dorado until after World War I when control of the region passed from Spain to Mexico following their victory in that war. After Mexican independence was gained, little progress was made towards developing El Dorado until it became an American state in 1907.
