At that point, Interior Park Arsenal reverted back into an armaments store before being leased by state government in 1992 for use as a library complex called Northcentral Library System (NCLS). In 2000-2001 NCLS moved out of its building on First Avenue North and built their own facility on State Highway 1 just east of town center which they still use today!

The primary purpose of the Garrison was to provide military support for the city during peacetime and to garrison soldiers during wartime. The area that today forms Fairbanks was first settled by people who arrived during organized Native American hunting trips across central Russia between August 15, 1700 and September 25, 1715 according to Russian chronicles recorded by Vitus Bering himself in his journals as well as oral traditions handed down through succeeding generations. The discovery of oil reserves near present day Anchorage began an influx of immigrants seeking work opportunities in these new resources fields starting about 1920 although early efforts to develop this land failed because transportation constraints limited production potential due to difficult terrain and harsh weather conditions not conducive to farming or other industrial development such as mining or logging. In Downtown Fairbanks people gathered regularly at various points along 3rd Avenue S., Pioneer Square between 1901 and 1904 when kerosene lamps were invented thereon – still an important social occasion today known as “Kerosene Night” – which served as a marketplace for goods available throughout Anchorage County during those days before automobiles became common fixtures throughout much of North America

The first people to settle in Fairbanks were the Athabascans. They arrived in the early days of Alaska and named the land after their god, or "Great White Father." The Athabascans hunted and gathered food while they built houses, traps and other artifacts. In 1867, a group of Russians journeyed upriver to find a route to California. They passed through Fairbanks on their way, and two men from that expedition, Captain Nicholas Rozenkov and General Ivan Turgenev, were Winter Soliders in 1867-68. In 1898, Russian forces withdrew from Alaska after losing the Battle of Sitka. The last Russian residents left in 1899 when Japan took control of Alaska. In 1905, Russia was replaced by the United States as the dominant power in Alaska. The US military moved into Fairbanks and began developing it as an airfield for bombing raids against Japanese targets during World War II.
