The United States built Fort Snelling in Anchorage to serve as its territorial capital and began developing it into a commercial center. In 1887, President Grover Cleveland established a commission to oversee development of the territory including responsibility for Indian Affairs. This commission recommended creating San Francisco Bay as an interior sea port on which American ships could dock while conducting trade with Asia and Europe. The city of Anchorage was founded in 1898 when Itchon Nakna (later renamed Moses Lake) developed property northeast of downtown alongCook Strait between Nome and Juneau; businessman George Wickersham donated land for the town site.
