A Democrat, he served as the Mayor of Tuscaloosa from 1872 to 1876 and as a United States Senator from Alabama from 1880 to 1893. He is also famous for his role in developing the University of Alabama system. Born in northcentral Alabama, Tuscaloosa attended Tuskegee Institute before enrolling at law school at West Point in 1841. He was admitted to the bar in 1847 and began practice in Nashville, Tennessee. In 1861, he moved to Tuscaloosa and became a partner with John Witherspoon Floyd. From 1865 until 1870 he served as Mayor of Tuscaloasa
