This new progressive policy called for blacks to be educated so that they could participate fully in society, receive full citizenship rights, and protect themselves from discrimination both at home and abroad (DeLoach & Thomas 2007). To this end, northern states such as Alabama passed various laws supporting educational equality for Black Americans including race-based quotas in public colleges/universities (Goudreau 1988; Jenkins 1990), anti-lynching legislation (Lamont 1933), passage of the 14th Amendment guaranteeing voting rights to all legal residents regardless of color (Upton 1961), and establishment of agencies like Tuskegee Airmen to teach African American pilots during World War I (Laughlin 1967). One significant battle fought during these early days was skirmishtowns or "Negro ghettoes" established near major railroads where free Negroes could gather food and shelter while awaiting transportation back home or seeking employment opportunities outsideofAlabama(Foley 1970). These areas became important hubs for social activity due to limited access elsewhere in Selma village
